01 · Context

Thirty businesses, one payroll engine.

Oncore is one of Australia’s leading contingent workforce outsourcing and payment providers, and part of the Workwell group. It serves three markets — enterprises running contingent workforces, recruitment agencies, and individual contractors — and dispersed $620 million in contractor payments in 2024.

Oncore is building its own platform — applicant tracking (ATS) and placement management, rates, award interpretation, timesheeting, and its employee and client portals. What it needs alongside that is an Australian payroll, invoicing and general ledger engine able to carry the scale of the business and its structure — approximately thirty recruiting entities, each operating as its own pay and invoice entity. 2cloudnine on Salesforce provides exactly that: a platform Oncore can integrate with cleanly, and enhance over time.

Why this approach
02 · Objectives of the approach

What this sets out to achieve.

Payroll at scale
Pay batch through to completion and ABA payment file to the bank, across approximately 30 entities on shared calendars.
Statutory lodgements
STP and SuperStream lodged directly from 2cloudnine, with payroll tax reporting available.
Invoicing
Client invoices generated from client settings and dispatched, including purchase order handling.
General ledger
Payroll and invoicing journals posted against a single chart of accounts, ready for Sage Intacct.
Integration-ready
Advisory on the 2cloudnine object model so Oncore’s team can build against it with confidence, using Salesforce’s open API architecture.
Staged rollout
New clients onboarded first, proving the platform before existing business transitions across.
03 · Scope

What's in — and what's optional.

In scope
Included in estimates
  • Basecamp configuration of 2cloudnine payroll, invoicing and general ledger across approximately 30 pay and invoice entities
  • Payroll configuration — pay codes, pay schedules, weekly, fortnightly and monthly calendars, superannuation and employment costs
  • Pay batch processing through to completion, and ABA payment file generation for the bank
  • STP and SuperStream lodgement configuration
  • General ledger — payroll journals, GL segments and account mappings against a single chart of accounts
  • Invoicing — client invoice settings, invoice generation and dispatch
  • Project management for the 13-week engagement, at approximately five hours per week
  • nuuco utility pack — delivered dashboards and reports, plus automation drawn from nuuco’s experience with comparable clients
  • Advisory on the 2cloudnine object model to support Oncore’s integration development
  • Support for Oncore’s system and user acceptance testing
  • Train-the-trainer on payroll, invoicing and general ledger — up to 24 hours, delivered at the start of the testing phase
Optional enhancements
Not included in estimates
  • New Zealand payroll — stage 2, with an indicative allowance of approximately $40,000. High level and subject to ROM.
  • Coupa integration — indicative allowance of approximately $10,125 (45 hours), subject to the ROM workshop and detailed scoping.
  • Sage Intacct integration — general ledger journals out to Sage Intacct, and invoice payments back into 2cloudnine.
  • Custom invoice templates.
  • Accounts receivable, payment receipting and cash allocation — can be scoped during the ROM workshop if required.
04 · Delivery approach

A structured build – test – cutover model.

A single 13-week engagement to first go-live, run alongside Oncore’s own integration build.

∗ Optional items — not included in the base estimates.

05 · Delivery framework

Phased over 13 weeks, plus hypercare.

Aligned to the nuuco Project Delivery Framework. Timings are indicative and confirmed in the Statement of Work.

06 · Key assumptions

What this proposal assumes.

  1. Oncore develops and owns the integration between its own platform and 2cloudnine. That build is not in nuuco’s scope; nuuco provides advisory support only, within the days allowed.
  2. Data migration is not in scope.
  3. Award interpretation and rates management are not in scope — rates are passed directly on the pay transaction.
  4. Timesheeting, placement management, and employee and client portals remain in Oncore’s platform.
  5. Leave is not in scope.
  6. nuuco configures the solution; Oncore operates the payroll. nuuco is not engaged as a payroll bureau.
  7. Oncore executes and signs off user acceptance testing. nuuco provides support within the days allowed.
  8. Transition of Oncore’s existing customers onto the platform sits beyond first go-live and is not covered by this engagement.
  9. Accounts receivable, payment receipting and cash allocation are not in scope. If required, these can be scoped during the ROM workshop.
  10. Ongoing support beyond go-live is not included and would be covered by a separate support agreement.
  11. New Zealand gross-to-net PAYE, including KiwiSaver and leave, is not native to 2cloudnine and would require an integration with Keypay.
  12. International payments are not supported.
  13. 2cloudnine licence costs are Oncore’s and are not included.
  14. Custom reports and dashboards beyond those provided as standard are not included.
  15. Project management is included for the initial 13-week engagement through to first go-live only. Any extension to that timeline would require additional project management, quoted separately.
  16. Training is capped at 24 hours and covers payroll, invoicing and general ledger only. Further training would be quoted separately.
